When you put you camera to Shutter Priority it selects the Aperture fro you.
When you put your camera on Manual, you have to set both manual and Aperture.

 What are the advantages of shoot at a higher ISO at a sporting event like basketball or a night football game?
When you shoot in a higher Iso you get someone thats moving clear and still in your picture, for instance a football player.

 The author said  When there is plenty of light, you should use the lowest ISO to retain the most amount of detail and to have the highest image quality.

You should increase the ISO when there is not enough light for the camera to be able to quickly capture an image
